: Implementation of managing and utilization grant-fund according to Peraturan Walikota Malang no.10 th 2010 about utilization manual of grant-fund to people. This research aiming at understanding, to understand how the shape or form about implementation of managing and utilization grant-fund based from Peraturan Walikota Malang no.10 th 2010. How the implementation going indicated by effectivity, efficiency, transparency and whether goals are achieved, as well as supportive factors that influencing the implementation.at kelurahan ciptomulyo kecamatan Sukun kota Malang Result of this research describe that the utilization and management of grant fund is going well , as good as the content of Peraturan Walikota Malang no.10 th 2010, indicated by effective, efficient, and transparentIn people empowerment and people participation aspect, implementation is going well too despite the people empowerment still have lack sector in training matter. Then about people participation indicate that many people from different basic of community is interested about participation as well as their contribution like fund, idea, materials even manpowet.
